Double hung windows allow either sash to open, which means you can have airflow from the top and the bottom, as they open vertically. Opening the top sash means there's less chance of water entering if eaves are there. Since warm air rises, it allows venting of warm room air, as well as circulating air, meaning that warm air out exits through the top and cool air entersthrough the bottom sash.
Screens are fitted on the outside, and its vertical opening does not impede with outside walkways.
